黨中央、國務院對曹妃甸的開發建設極為重視，自1992年論證、啟動以來，已有60多位黨和國家領導人先后到曹妃甸視察指導工作。先后被確定為國家循環經濟試點產業園區、綜合保稅區、國家級經濟技術開發區、國家智慧城市試點、中日韓循環經濟示范基地。
The CPC Central Committee and the State Council attach great importance to the development and construction of Caofeidian. Since the argument and start in 1992, more than 60 Party and State leaders have come to Caofeidian to inspect and guide the work successively. It was identified as the Pilot Industrial Park of National Circular Economy, Comprehensive Free Trade Zone, China National Economic and Technical Development Zone, National Smart City Pilot, Demonstration Base of China, Japan and South Korea Circular Economy successively.

二、曹妃甸區介紹
II. Introduction of Caofeidian District
曹妃甸區位于唐山南部環渤海，距北京220公里，距天津120公里。2012年7月經國務院批準設立，總面積1943平方公里，常住人口26萬。
Caofeidian is located at the southern of Tangshan, Circum-Bohai Sea. It is 220 km from Beijing and 120 km from Tianjin. In July 2012, it is established through the approval of the State Council. The total area is 1943 square kilometers and the permanent resident population is 260,000.

l 深水大港 Deep-water port
曹妃甸水深岸陡，不淤不凍，島前500米水深即達25米，深槽達36米，是渤海最深點；－30米等深線水域東西長約6公里、南北寬約5公里，是渤海沿岸唯一不需開挖航道和港池即可建設30萬噸級大型泊位的天然港址。曹妃甸擁有深水岸線69.5公里，可建設263個泊位。在這里可建設公共碼頭，也可供大型企業修建業主碼頭。
In Caofeidian, the water is deep and the coast is steep, without silt and freeze. The depth of water 500m in the front of island reaches to 25m and the deep pool reaches up to 36m, which is the deepest point of Bohai Sea; A 30m isobath water area is about 6km from east to west and about 5km from north to south, which is the only natural harbor that can build 300 thousand-ton large berths without excavating the channel and harbor basin. Caofeidian has 69.5km deepwater coastline, which can build 263 berths. The public wharf can be built here, and the large enterprise can also construct the owner wharf here.

Caofeidian is rich in resources such as crude salt, petroleum and so on. It has the largest Nanpu Saltworks in Asia and the petroleum reserves reaches up to more than 1 billion tons.
由中石油投資建設的LNG（液化天然氣）碼頭正在快速建設中，該項目設計規模為1000萬噸/年，總投資55億元，項目建成后曹妃甸區將擁有充足的燃氣資源。
The LNG (liquefied natural gas) wharf invested and constructed by PetroChina is being built fast. The design scale of the project is 10 million tons/year and the total investment is RMB 5.5 billion. After the completion of the project, Caofeidian District will have sufficient gas resources.

曹妃甸島后方灘涂廣闊且與陸域相連，可開發淺灘面積達1000多平方公里，其中工業區現有存量土地210平方公里，可為臨港產業布局、港口物流貿易發展和城市開發建設提供充足的用地，且具有國內其他同級開發區不具備的價格優勢。
The intertidal zone at the back of Caofeidian Island is vast and is connected with the land area, and the exploitable shallow area reaches up to more than 1000 square kilometers, including 210 square kilometers of existing stock land for industrial area. It can provide sufficient land for the port-centered industry layout, port logistics trade development and urban development and construction, and it has the price advantage that other development zones with the same level in the country do not have.

曹妃甸擁有540平方公里濱海濕地，是國家4A級旅游景區，被國際濕地組織稱為“開發潛力巨大、不可多得的濕地保護區”。境內野生鳥類、水生動物、野生植物種類豐富，是澳大利亞到西伯利亞鳥類遷徙的重要驛站和棲息場所。
Caofeidian has 540 square kilometers of coastal wetland, which is a national 4A level tourist attraction and is called as “a rare wetland reserve with huge development potential” by the Wetlands International. Within this area, there is a wide variety of wild birds, aquatic animals and wild plants. It is an important post and habitat for bird migration from Australian to Siberia.

北京現代產業發展試驗區
Beijing modern industry development test zone
北京現代產業發展試驗區規劃面積100平方公里，起步區規劃面積30平方公里，是與北京共同建設的產業轉移承載區。將形成以高端裝備制造等現代產業為重點的產業集群，成為帶動區域經濟發展的增長極。
The planning area of Beijing modern industry development test zone is 100 square kilometers, and the planning area of starting area is 30 square kilometers. It is the industrial transfer bearing zone jointly constructed with Beijing. It will form an industrial cluster focusing on high-end equipment manufacturing and other modern industries, and will become the growth pole that drives regional economic development.

港口物流園區規劃面積62.03平方公里，依托鉆石級良港和完善的集疏運通道，逐步打造國家級煤炭、礦石、鋼鐵、木材等大宗商品交易中心，成為國際能源和工業原材料集疏貿易港和世界上最大的港口之一。園區規劃建設碼頭泊位263個，已建成67個，2013年完成吞吐量2.46億噸。
The planning area of Port Logistics Park is 62.03 square kilometers. Relying on the diamond level good harbor and perfect collecting and distributing channel, it will be developed into the national level coal, ore, steel, timber and other bulk commodities exchange center step by step, and it will become an international collecting and distributing trading port for energy and industrial raw materials and one of the largest ports in the world. It is planned to build 263 quay berths in the park. 67 berths have been completed and a throughput of 246 million tons was completed in 2013.

鋼鐵電力園區位于曹妃甸工業區，規劃面積48.8平方公里,分南、北兩區。重點發展以首鋼京唐公司和華潤電廠兩個企業為龍頭的循環經濟產業鏈集群，打造高效綜合利用資源、能源的循環經濟新型工業化園區，逐步形成環渤海地區重要的精品鋼鐵及深加工基地、電力能源基地、海水淡化水源地及海水淡化產業基地。
The steel and power park is located in Caofeidian industrial area and the planning area is 48.8 square kilometers. It is divided into south area and north area. It focuses on developing the circular economy industrial chain cluster led by Shougang Jingtang Company and China Resources Power Plant. It will be developed into a high-efficient circular economy new industrialization park with comprehensive utilization of sources and energy, and will be formed as an important fine steel and deep-processing base, electrical energy base, sea water desalination water source and ea water desalination industry base in the Circum-Bohai Sea Region step by step.

化學產業園位于曹妃甸工業區東南部，起步區規劃面積32平方公里，東部發展備用地68平方公里。曹妃甸是國家規劃的七大石化產業基地之一，規劃建設5000萬噸煉油、400萬噸乙烯、300萬噸芳烴和高端石化產品。園區開發建設遵循“循環發展和一體化”理念，致力于打造大型臨港石化產業基地、環渤海地區油氣儲運中心、中國北方化工品貿易集散中心，最終建成世界一流的大型臨港化工產業基地。目前，中國石化北京燕山分公司曹妃甸千萬噸級煉油項目環評報告獲國家環保部批復；中石化和河北省已聯合向國家發改委呈文申請項目核準，將于年內取得發改委核準。東華能源頁巖氣生產新材料項目正在與英力士集團和卡塔爾石油公司洽談合作，將于2015年一季度開工建設。
The chemistry industrial park is located in the southeast of Caofeidian industrial area. The planning area of starting area is 32 square kilometers and the backup land for east development is 48 square kilometers. Caofeidian is one of the seven petrochemical industry bases planned by the state, and it is planned to construct 50 million tons of refined oil, 40 million tons of ethylene, 30 million tons of arene and high-end petrochemical products. The development and construction of the park follows the philosophy of “cyclic development and integration”, and it strives to develop into the large-scale port-centered petrochemical industry base, the oil & gas storage and transportation center in Circum-Bohai Sea Region and the chemicals trade collecting and distributing center in Northern China, and at last built into the world-class large-scale port-centered chemical industry base. At present, the EIA Report for Caofeidian 10 Million-Ton Oil Refining Project of SINOPEC Beijing Yanshan Branch Company has obtained the reply of Ministry of Environmental Protection; SINOPEC and Hebei Province have jointly submitted the documents to the National Development and Reform Commission (NDRC) for applying the project approval, and the approval of NDRC will be obtained within the year. The Shale Gas Producing New Material Project of Oriental Energy is under the discussion of cooperation with INEOS Group and Qatar Petroleum, and it will start construction in the first quarter in 2015.

裝備制造園區位于曹妃甸工業區東北部，規劃面積28.6平方公里，岸線15公里，可規劃建設5-7萬噸級碼頭泊位60個，依托深水大港和精品鋼基地，逐步建成中國北方沿海地區大型臨港裝備制造基地。目前，華電曹妃甸重工裝備制造基地、中石油渤海灣生產支持基地、冀東日彰節能風機制造、海清源反滲透膜（RO）膜制造等項目已完工投產。
The equipment manufacturing pack is located in the northeast of Caofeidian industrial area. The planning area is 28.6 square kilometers and the shoreline is 15km. It can be planned to construct sixty 50-70 thousand-ton quay berths. Relying on the deep-water port and fine steel base, it will be built into a large-scale port-centered equipment manufacturing park in the coastal region of Northern China step by step. At present, Huadian Caohuidian Heavy Industry Equipment Manufacturing Base, PetroChina Bohai Bay Production Support Base, Jidong Rizhang Energy-saving Fan Manufacturing, Seaps Reverse Osmosis (RO) Membrane Manufacturing and other projects have be completed and put into production.

Comprehensive bonded zone
綜合保稅區位于曹妃甸工業區東北端，規劃總面積10平方公里，封關面積4.59平方公里，岸線長3.3公里，規劃建設5--7萬噸級多用途碼頭泊位11個，逐步打造成環渤海地區國際貿易便利、外匯管理寬松、物流監管便捷、具有國際競爭力的開發開放服務區和外向型經濟聚集區。目前，曹妃甸綜合保稅區已經正式封關運營，預計至年底可完成進出口額15億元。
The comprehensive bonded zone is located in the northeast end of Caofeidian industrial area. The total planning area is 10 square kilometers, the starting area is 4.59 square kilometers and the shoreline is 3.3km. It is planned to construct eleven 50-70 thousand-ton quay berths. It will be developed into the development and opening up service zone and export-oriented economy cluster zone of convenient international trade, loose foreign exchange management, convenient and fast logistics monitoring and with international competitiveness in the Circum-Bohai Sea Region step by step. At present, Caofeidian comprehensive bonded zone has started to operate officially and it is anticipated to complete the import and export volume of RMB 1.5 billion until the end of the year.

新興產業園區位于曹妃甸工業區西北部，是曹妃甸工業區立足打造產業競爭新優勢、搶占科技發展制高點而設置的重大產業發展戰略平臺。園區規劃面積11.7平方公里，將重點培育和發展節能環保、新一代信息技術、高端裝備制造、新能源、新材料、生物醫藥等戰略性新興產業，致力打造成為我國北方重要的戰略性新興產業基地。目前，漢能光伏產業集群項目和國泰紙業造紙基地項目正在進行主體施工。
The emerging industry park is located in the northwest of Caofeidian industrial area and is an important industrial development strategic platform that is set up to develop the new advantage of industry competition and take over the commanding height of scientific and technological development in Caofeidian industrial area. The planning area of the park is 11.7 square kilometers. It will focuses on cultivating and developing the energy conservation and environment protection, new generation information technology, high-end equipment manufacturing, new energy, new materials, biological medicine and other strategic emerging industries, and strive to develop into an important strategic emerging industry base in Northern China. At present, Hanergy Photovoltaic Industry Cluster Project and Guotai Papermaking Base Project are under the construction of main body.

中日生態工業園位于曹妃甸工業區西北部，規劃面積60平方公里，是全國三大中日韓循環經濟示范基地之一。園區將重點發展節能環保、高新技術等循環經濟以及低碳經濟領域為特征的高新技術產業。重點打造資源循環產業基地、節能環保技術及裝備制造基地、高新技術產業基地、新能源及新能源汽車產業基地、綠色產品生產基地及綜合物流基地。目前，中興能源網絡數據產業總部基地項目已建成光伏逆變器生產線、控制器生產線、戶用系統生產線和風光互補系統生產線，唐山鑫聯環保鋼鐵煙塵清潔利用及多元化回收項目主體建設已基本完工,計劃2015年3月投產。
The China-Japan eco-industry park is located in the northwest of Caofeidian industrial area and the planning area is 60 square kilometers. It is one of the three demonstration bases of China, Japan and South Korea circular economy throughout the country. The park will focus on developing the high and new technology industry characterized by the energy conservation and environment protection, high and new technology and other circular economy and low carbon economy fields. It focuses on developing into the resource cycle industry base, energy-saving and environmental protection technology and equipment manufacturing base, high and new technology industry base, new energy and new energy automobile industry base, green product production base and comprehensive logistics base. At present, Zhongxing Energy Network Data Industry Headquarter Base Project has completed the photovoltaic inverter production line, controller production line, user system production line and wind-solar complementary system production line; the construction of main body of Tangshan Xinlian Environmental Protection Steel Dust Clean Utilization and Diversified Recycling Project has been completed basically, and it is planed to put into production in March 2015.

南堡經濟開發區位于曹妃甸區西部，規劃面積412平方公里，是以海洋化工循環產業為主的省級經濟開發區，形成了以海洋化工為特色， 上游海鹽生產，中游“兩堿一化”，下游氯氣利用的“三大板塊”，構筑了海洋化工循環產業體系。現已形成以南堡鹽場、三友集團為代表的國有大型企業，以天赫鈦業、新鷹衛浴為代表的大型民營與外資企業，以三元塑膠、港龍服裝為代表的勞動密集型企業群雄并舉的產業發展格局。
The Nanpu economic development zone is located in the west of Caofeidian District and the planning area is 412 square kilometers. It is a provincial level economic development zone focusing on ocean chemical cycle industry. It forms the “three plates” of sea salt production in the upstream area, “two-alkali one-chemical” in the midstream area and chlorine utilization in the downstream area that is characterized by the ocean chemical engineering, and builds the ocean chemical cycle industry system. Now, it has formed an industrial development pattern that a group of enterprises are developed simultaneously: the large state owned enterprises are represented by Nanpu Saltworks, Sanyou Group, the large-scale privately operated and foreign-owned enterprises are represented by Tianhe Titanium Industry, Xinying Sanitaryware, and the labor-intensive enterprises are represented by Ternary Plastics, Ganglong Clothing.

曹妃甸中小企業園區規劃面積74.47平方公里，以曹妃甸開發為契機，建設形成與七大產業園區一體發展、分工明確、相互補充的有機整體，建成七大產業園區發展的配套基地和中小企業創業發展基地。上汽唐山客車有限公司曹妃甸綠色能源汽車項目已于2013年10月投入生產，單班年產新能源客車1500臺。河北文豐實業集團裝備制造項目已建成投產，2014年預計實現產值50億元。
The planning area of Caofeidian middle and small-sized enterprises zone is 74.47 square kilometers. Taking the opportunity of Caofeidian development, it will be constructed and formed a organic whole that is of integrated development, clear division and mutual complementation with seven industrial parks and will be built into the supporting base for development of seven industrial parks and the base for entrepreneurship and development of middle and small-sized enterprises. Caofeidian Green Energy Automobile Project of SAIC Tangshan Bus Co., Ltd. was put into production in October 2013, and a single line can produce 1500 new energy buses every year. The Equipment Manufacturing Project of Hebei Wenfeng Industrial Group has been completed and put into production, and it is anticipated to realize the production value of RMB 5 billion in 2014.

臺灣產業園區位于曹妃甸工業區核心區域，總規劃面積27.14平方公里。按照“一園三區”的總體規劃分為東區、西區及生態城區。屬于國家級經濟技術開發區的中心地帶，是曹妃甸乃至環渤海經濟圈中唯一享有國家級經濟技術開發區和綜合保稅區兩大優勢的的園區，能夠在更大范圍內實現資源的優化配置。
The Taiwan industrial park is located in core region of Caofeidian industrial area. The total planning area is 27.14 square kilometers. It is divided into the east area, west area and ecological urban area according to the overall planning of “one-park three-area”. It belongs to the heartland of national level economic and technical development zone and is the only park that enjoys two advantages of national level economic and technical development zone and comprehensive bonded zone in Caofeidian or even in the Circum-Bohai Sea Economic Circle. Thus it can realize the optimal configuration of resources within a larger scope.
